Leadership and Development Programs

Under the President's Management Agenda and through the auspices of the Office of Personnel Management, the Department has developed a Human Capital Management Plan that includes succession planning goals and objectives. The Department has established several employee development programs that are designed to address projected shortfalls in "mission-critical" occupations and competencies over the next four to five years. In addition, the programs are designed to attract and retain talent.

The Leadership Development Programs managed by the Office of Training and Knowledge Management provide developmental opportunities for high potential individuals.

Goals

    To implement a leadership succession pipeline

    To establish a continuum of competitive programs to identify, select, and develop emerging leaders

    To create an environment of continuing learning to build skills and enhance competencies

    To recruit and retain leadership talent for the 21st Century

Senior Executive Service Candidate Development Program (SES CDP)

    GS-14 and 15 (or equivalent) levels

    Prepare for entry into the Senior Executive Service.

Executive Leadership Development Program (ELDP)

    Enhance leadership competencies at the GS-13 and 14 (or equivalent) levels

    Prepare for GS-15 positions via merit promotion at some point in the future

Aspiring Leaders Development Program (ALDP)

    Enhance the competencies of individuals at the GS-9 through GS-12 (or equivalent) levels

    Prepare for future leadership roles
