Strategic Management of Human Capital The U.S. Department of Commerce carries forth the Strategic Management of Human Capital Initiative of the President’s Management Agenda (PMA) by employing human capital strategies that are linked to its organizational mission, vision, core values, goals, and objectives. We use this strategic approach for recruiting, acquiring, developing, retaining and rewarding a high-performing and diverse workforce. These activities are carried out through the collection and analyses of human resources data for workforce planning purposes, aligning people and competencies, providing the resources and technology to enable our workforce to perform and deliver excellence in a safe and results-oriented work environment, assessing and measuring the outcomes to ensure intended results are met, and incorporating a means for continually improving our systems and programs.
